What changes have been introduced

Since 2016, admission to study at Russian higher educational institutions has been regulated by Order No. 1147 of the Ministry of Education and Science.

Campaign dates

Submission deadlines have been changed. Universities start accepting applications from June 20 (no later than this date) and end on July 26 - for those who enter only on the basis of the results of the Unified State Examination or out of competition. If the specialty involves passing additional creative or professional exams, then the period for submitting documents is reduced, but ends no earlier than July 7. The procedure for admission to the correspondence department does not provide for specific deadlines, therefore, in this matter, universities make their own decision, which they inform applicants in advance through information stands and their official websites. Usually, applications from future part-time students are accepted after the first wave of enrollment to the full-time budget - from August 3 to August 16, but often the dates are shifted until early September. If it is immediately decided to study in absentia, then the application can also be submitted from June 20, without waiting for the appearance of rating lists of applicants for free places of full-time education. Later, payers also submit applications - universities themselves set specific dates, usually the deadline for accepting applications from those wishing to study under contracts falls on August 26.

USE, additional exams and portfolio

  1. Professional or creative tests. Some educational institutions received the right to organize additional examinations aimed at identifying the aptitude of applicants. Since 2016, new requirements have been introduced for 64 specialties. Among them were not only creative areas, but also medical, pedagogical and philological professions. Universities can annually modify the form of the test (interview, passing standards, testing, etc.). At the same time, all educational institutions announce the new admission rules in advance (before October 1 of the year preceding the start of the admission campaign) and give clear instructions for their implementation.
  2. Opportunity to earn extra 10 points per essay. Now universities are given the right to independently decide on the number of points awarded for an essay. Year 11 students take this test in December, and those who fail the exam get two extra retake attempts. Further, all essays are placed in a special database, access to which is available to any university in the country. Upon admission, a graduate can attach his essay to the general package of documents, which will be checked by representatives of the institution. As a result, they can accrue an additional 10 points to the total USE scores.
  3. Additional specialized exams. These are internal tests in the disciplines included in the list of USE subjects (as opposed to professional and creative tests, which are not held in the subjects of the unified state exam). But there are not so many universities that have the right to conduct them across the country: these are Moscow State University and St. Petersburg State University (their privilege is enshrined in the law on education) and universities, the list of which is approved by the Government of the Russian Federation.   4. Changes in the exam in mathematics. Since 2016, school graduates have been given the right to independently choose the type of exam in mathematics, which can be basic or specialized. If an applicant chooses a specialty that requires results in mathematics, then he is required to pass the profile exam. If his future profession does not involve passing this discipline, then it is enough for him to pass the basic exam.
  5. Exclusion of the test part for a number of subjects. The Ministry of Education excluded the test part from the Unified State Examination in social studies, geography, history and computer science. Previously, the same rule was applied to the Russian language exam: the need for this change is due to the fact that many examinees arrange answers at random, and now, in the absence of such an opportunity, graduates take their preparation for the exam more seriously.
  6. Opportunity to retake the exam. Unified state exam in compulsory subjects can be retaken during the year (in additional terms), the Unified State Examination in elective subjects - only for the next year.
  7. Dormitory information. The new order of the Ministry of Education obliges the rectors of all universities to provide full and open information about the availability of vacant places in hostels. Previously, there were cases when the management of institutions, in order to attract a larger number of applicants, was silent about the number of places in hostels. Now such information must be disclosed without fail before June 1, which will give applicants the opportunity to choose the most suitable university.
  8. Applicant's portfolio. There has also been such an innovation as an applicant's portfolio, which can bring candidates an additional 10 points upon admission. The following conditions will be taken into account:
    • the presence of a certificate with fives in all subjects;
    • participation in international and all-Russian school Olympiads;
    • the presence of the title of world champion, European or Olympic (and Paralympic) games;
    • taking an active part in volunteer programs;

Rules for admission after college

Applicants who graduate from colleges, technical schools and vocational schools can enter universities both according to the results of internal exams of an educational institution, and according to the Unified State Examination. The decision on which path to choose is made by the candidate for student status - universities cannot insist on any option.

Since 2016, all college graduates have been enrolled in universities for the first year, but they can conclude an agreement on accelerated study of the university program if they entered the bachelor's degree in a specialized specialty: the terms of their studies will be reduced due to the re-registration of previously passed disciplines.

Changes in 2018

This year has not brought global changes to the procedure for entering higher education institutions, but some amendments should be taken into account when preparing. What's new?

  • Universities will independently determine the requirements for applicants with diplomas of secondary vocational education (college, technical school). Applicants will pass entrance examinations at the educational institution.
  • The total number of competitive places for distance learning will decrease.
  • For various achievements during schooling and a sports career, you can now get up to 10 points (in 2017 - up to 20).
  • Victories and prize-winning places in the All-Russian Olympiads will give benefits for 4 years. Win an Olympiad in the 9th or 10th grade and don't think about future admission at all.
  • For another year, Crimeans can take the all-Russian test or pass special entrance tests at universities upon admission. In 2019, Crimean schoolchildren will also begin to take the exam.
  • One of the main changes in the process of admission to higher educational institutions will affect target students. Now the contract will be concluded between the applicant, the university and the employer. Previously, only the applicant and the university were involved in this scheme.   • Universities will determine for themselves how many additional points an applicant will receive for an essay (1-10).

Step one - prepare a list of documents

Acceptance of documents to universities starts no later than June 20, 2016, but may end at different times:

For applicants for specialties where an additional test is a creative competition - 5'th of July;

For applicants to specialties that require additional tests in the form of specialized exams or exams conducted by the university - July 10;

For applicants whose enrollment result is only USE scores - July 25th.

Step three - enrollment results


Until July 27, educational institutions undertake to publish lists of applicants' names with exam results.

Two universities - Moscow and St. Petersburg State Universities have a special status. These universities have the right to independently make a decision on conducting one additional entrance examination of a profile orientation when enrolling for undergraduate and specialist training programs.

By government decree, the right to conduct their own entrance examinations for certain specialties annually may be granted to some more universities. The form of these examinations (written, oral, testing, interview) is determined by the university.

Admission to universities without entrance examinations

Without entrance examinations (USE results), only winners and prize-winners can enter the university final stage All-Russian Olympiad for schoolchildren, members of the national teams of the Russian Federation participating in international Olympiads in general subjects, for training in the areas of training (specialties) corresponding to the profile of the Olympiad.
